The process of change in rural areas, along with the move from the traditional framework of life and production to the modern one and the factors int1uencing this process are some of the most important problems in different scientific fields of planning and development.
Studying the form and the consequences of this process of change, from the traditional to the modern one, can be >carried out either in a
purely theoretical way or through an applied research and field work studies.
What we have done in this study is the latter. We have theorized on technological development, on the basis of the two important concepts of 'transition' and 'dependence' - the facts of great importance which were present in the fishing community in Horrnozgan Province, and about which an extensive field work study came to an end under the direction of the present writer.
