Some demographers have defined emigration as a change in residence thus considering it simply as a movement from one place to another. Emigration constitutes a major problem for the deprived regions of Iran. 1he problem, which is on the increase in recent years, has exacerbated by moving away on the part of the specialized and the educated manpower from small towns to larger cities. Giving special attention to the deprived regions through judicious planning to remedy their deprivation has been expounded as an agenda issue since ever the Islamic Revolution succeeded, and the following efforts were made: to enhance infrastructure, to allocate quotas for entrance examinations of major universities, prioritizing native manpower recruitment, considering state incentives for employment in the deprived regions, allocating special budget to remedy deprivation Despite all this, the evidence of deprivation testifies to the fact that the deprived regions are still suffering from lack of specialized manpower. ----.¬ Moreover, not only has it been difficult for these regions to attract the educated manpower, but also they are losing their much needed meager manpower, that is, it has become very difficult to maintain the manpower in the regions which need them most. This paper is conducted with the aim of diagnosing factors which contribute to the maintenance of the specialized manpower in the deprived regions. The findings show that the policy of training native people to remain in the area has not succeeded. They also show that variables such as job satisfaction, type of employment, type of housing, and age, are involved in the decision to move out of a deprived region}, keywords = {Deprived Regions,Emigration,Job satisfaction,Specialized Manpower}, title_fa = {بررسی عوامل مرتبط به نگهداشت نیروهای متخصص در مناطق محروم}, abstract_fa = {مهاجرت یکی از مباحث جمعیت شناسی است که همانند عوامل حیاتی موجب تغییر جمعیت یک منطقه می شود. تروو (1997)‘ مهاجرت را تغییر محل سکونت دانسته و به طور ساده آن را حرکت از یک محل به محل دیگر تعریف کرده است. در کشور ما علاوه بر مشکلات ناشی از مهاجرت فرستی که طی سال های اخیر روندی افزایشی پیدا کرده است با مشکل گرایش متخصصان و نیروهای تحصیل کرده به مهاجرت به شهرهای بزرگ نیز مواجه بوده ایم. توجه به مناطق محروم و برنامه ریزی جدی برای محرومیت زدایی‘ با پیروزی انقلاب اسلامی در حد نسبتاً چشم گیری مطمح نظر بوده است. تلاش برای رفع مشکلات مربوط به زیرساخت های توسعه‘ لحاظ کردن سهمیه مناطق در کنکور سراسری‘ ایجاد مراکز شبانه روزی در مناطق روستایی‘ اولویت دادن به استخدام نیروهای بومی‘ اعمال سیاست های تشویقی از سوی دولت برای شاغلان در مناطق محروم‘ اختصاص اعتبارات خاص محرومیت زدایی اعمال گردید. علی رغم تمام این تدابیر شواهد متعددی حاکی از آن است که مناطق محروم هم چنان از کمبود نیروهای متخصص رنج برده و علاوه بر آنکه جذب نیروهای متخصصی برای این مناطق با دشواری همراه بوده است‘ امکان نگهداشت نیروهای متخصص موجود نیز رو به تقلیل رفته است. ر.ک. (حیدری‘ 1378؛ زندی‘1377). این تحقیق با هدف شناسایی عواملی که امکان نگه داشت نیروهای انسانی متخصص را در مناطق محروم افزایش دهد‘ اجرا شد. تحلیل اطلاعات با استفاده از آزمون کای اسکوایر و رگرسیون لجستیک نشان داد: نیروهای متخصص بومی و غیربومی تقریباً به طور یکسان متقاضی انتقال از مناطق محروم بوده اند و این بدان معناست که سیاست تربیت نیروهای بومی به عنوان متخصص‘ نتوانسته است منجر به نگه داشت نیروهای متخصص در مناطق محروم شود. هم چنین دیگر یافته ها نشان داد متغیرهایی چون رضایتمندی شغلی‘ نوع استخدام‘ نوع منزل مسکونی و سن در میزان تمایل به انتقال از مناطق محروم مؤثر بوده اند.}, keywords_fa = {رضایتمندی شغلی,مناطق محروم,مهاجرت,نیروهای متخصص}, url = {https://jnoe.ut.ac.ir/article_14919.html}, eprint = {https://jnoe.ut.ac.ir/article_14919_b37a66174c74300cc40d731ad83f0201.pdf} }
